Governor's Advisory Council on Libraries

Article I. Name

The name of this organizationis the Governor's Advisory Council on Libraries.

Article II. Purpose

The purpose of the Council is set forth in its Policy Statement.The Council is appointed to function as advisory to the Alaska State Library, to the State Board of Education, and to the Governor.

Article III. Members

Section I. Appointment.

Six (6) members of the Council shall be appointed by the Governor of Alaska and five (5) membersshall be appointed by the Alaska Library Association in accordance with procedures set forth by the Association.

Section II. Composition.

The eleven (11) members of the Council shall be broadly representative of the library profession and library users as set forth in the Council's Policy Statement. At least one-third (1/3) of the members shall represent users. Five (5) members shall be official representatives of the Alaska Library Association. The State Librarianshall serve as an ex officio, nonvoting member.

Section III. Terms.

Council terms shall be three (3) years and shall be staggered so that approximately one-third (1/3) of the members will be appointed or reappointed each year. A Council member may serve two (2) consecutive terms and may be reappointed to the Board after an absence of one (1) term. Of the five (5) positions appointed by the Alaska Library Association, the position representing the immediate past president of the Association shall serve for a period of one (1) year.

Article IV. Officers

Section 1. Offices.

The officers of the Council shall consist of a chairman and a vice-chairman, who shall perform the duties normally ascribed to those positions. A librarian working in the Library Development unit of the State Library shall serve as secretary for the Council.

Section 2. Election.

Officers shall be elected by the Council at the annual meeting.

Section 3. Terms.

Officers shall serve for terms of one (1) year and shall be eligible to succeed themselves in office.

Article V. Meetings

Section 1. Regular.

The Council shall meet via audioconferenceor in person at least one (1) time per year at a location designated by the Council or at the State Library in Anchorage. Additional meetings may be scheduled as needed by providingwritten notice to all Council members at least two (2) weeks in advance. If possible a meeting of the Council should be scheduled and held in conjunction with the Alaska Library Association Conference.

Section 2. Special.

Special meetings of the Councilmay be called by the chairman, the State Librarian, or three (3) members of the Council, provided adequate notification indicating the purpose of the meeting is provided to all Council members.

Section 3. Agenda.

Agenda items shall be submitted to the Council's secretary in the Library Development unitthree (3) weeks prior to meeting times.

Section 4. Quorum.

A quorum for a meeting of the Council to conduct business shall be fifty percent (50%) of the Council membership.

Article VI. Committees

The chairman, at the direction and with the approval of the council, shall appoint ad hoc committees to perform duties as determined by the Council. Committee members need not be members of the Council. The Council chairman shall be an ex officio, nonvoting member of all committees

Article VII. Parliamentary Authority

Meetings of the Council will be conducted according to procedures outlined in the current edition of Robert's Rules of Order.

Article VIII. Amendments

These Bylaws may be amended by a two-thirds (2/3) vote of the Council present at any meeting at which a quorum has been established, provided written notice of the proposed amendment has been given to all Council members at least two (2) weeks prior to the meeting at which action is to occur.
